Why are mobile IPs harder to block?

Because carriers share IPs. Cloudflare explains that carrier-grade NAT (CGNAT) puts many subscribers behind one public IPv4 address, and that one address may represent hundreds or thousands of users. Blocking it outright risks cutting off innocent users, so anti-bot systems tend to treat carrier IPs with caution.

That is reasoning, not a promise. Cloudflare also measured that CGNAT IPs are rate-limited three times more often than other IPs. Proxyway's 2026 research calls mobile IPs the most effective proxy type, for the same CGNAT reason.
